The purpose of access flooring is to create an under-floor void for the distribution of services. Usually, access flooring will be constructed via a grid of pedestals covered with panels. These pedestals will have an in-built vertical height adjustment mechanism.

Prior to laying the pedestals it is advisable to sweep the floor thoroughly in order to remove all loose dust and debris. Applying one or two coats of PVA floor sealant is also a good protective measure.
Accessories that tend to accompany access flooring include:

- Trunking
- Ramps
- Balustrades
- Integral floor finishes
Panels are usually about 600mm square and are interchangeable with other panels unless they are cut for special purposes. For usability reasons panels should be easily removed and replaced without disturbing any of the other access flooring panels. This is a task that should be feasible for one person using a portable lifting device.
Height and loading criteria should be taken into consideration when the understructure type is being selected. A dust proofing sealer is usually applied to the subfloor.
